In early November, John Kerry made a long overdue trip to Central Asia, becoming the first Secretary of State to visit all five Central Asian countries in one diplomatic tour. His agenda focused on reassuring the regional governments that the United States cares about their concerns, specifically Afghanistan and religious extremism. Kerry also highlighted U.S. support for region-wide economic integration, ecological protection, and cultural and humanitarian cooperation. He further developed bilateral cooperation with each Central Asian government. However, there were no major agreements or blockbuster initiatives announced during Kerry’s visit. It will require sustained follow-through by the current and next U.S. administrations to achieve enduringly positive results.

On October 12, 2015, nine prisoners convicted on extremism and terrorism charges broke out of prison No. 50 near Bishkek, killing three guards and leaving one heavily wounded, who died later in the hospital. Shortly after the escape, police captured five of the fugitives and returned them to prison. A few days later, one of the four missing escapees was killed after he tried to attack a police officer with a knife. The scene took place in one of Bishkek’s suburbs. It took almost another two weeks for the state security services to capture and disarm the rest of the escapees on October 22.

A new Russia-Kazakhstan regional project, named the Eurasian Economic Union (EAEU), was launched in 2015. Specifically, as of January 1, 2015, integrated economic processes among Belarus, Kazakhstan and Russia are governed by the EAEU Treaty.  As of January 2, Armenia joined the EAEU and as of May 21, Kyrgyzstan also became a member. In 2011, after the President of Russia declared the establishment of the Eurasian Union, some politicians and experts perceived it as a final victory of Eurasianism ideology in Russia. Under such circumstances, there is a need to analyze the economic models of Eurasianism and the Eurasian Union for a better understanding of their future.

On October 4, Kyrgyzstan held parliamentary elections marked by significant improvements in the country’s democratic development.  The elections have demonstrated the viability of Kyrgyzstan’s 2010 constitution, which delegates more powers to the parliament and aims to prevent the emergence of autocratic political center. Fourteen political parties competed, and six were able to pass the national and regional thresholds to win seats.

Kyrgyzstan’s parliamentary elections are scheduled to take place on October 4, 2015, with 14 political parties competing for 120 seats. The official campaign kicked off on September 4, with leaders of political parties touring the country and presenting their programs. Regional observers anticipate that the election will, unlike most other regional elections, actually be competitive. During the elections, Kyrgyzstan will for the first time in its election history use its controversial biometric registration process, using fingerprints to verify citizens’ identity before voting. In a recently conducted public test, the equipment revealed some of its drawbacks, leading to wider criticism that the process is unconstitutional since citizens who have failed to submit their data cannot vote.
