For several years now, Uzbekistan’s leadership has been calling for intensive changes and innovations. This was evident in a historic four-hour long address made by the President of Uzbekistan to the Parliament of Uzbekistan. Furthermore, this ambition has been outlined as a government priority when Uzbekistan announced the theme of the year 2018: “Year of Proactive Entrepreneurship, Innovative Ideas and Technologies.” Now, three years after the President’s address, social innovations do not appear to have mushroomed. Why is this the case?

A new railway line running between Khaf in Iran and Herat in Afghanistan has generated much optimism in the two countries as it has the potential to boost bilateral travel and trade. The railway link is important to the larger region as well as it is part of the ambitious Five Nation Railway Corridor project. While there are great expectations of the FNRC project and the Khaf-Herat railway link’s recent inauguration in the participating countries, the road ahead will not be easy and the project faces implementation problems as well as competition from rival projects.

April 1, 2021, saw the reopening of the long-awaited road connecting the Uzbek Sokh enclave, located within Kyrgyzstan, with Uzbekistan’s mainland, allowing free movement of cars and pedestrians. This became possible after the visit of Kyrgyzstan’s newly elected President Sadyr Japarov to Uzbekistan in March 2021, during which the two states announced their determination to eliminate all remaining border problems between them. Uzbekistan and Kyrgyzstan demonstrated and confirmed their relationship as strategic partners and provided a new example of Central Asian cooperation.

On November 10, the second war in Nagorno-Karabakh ended with a Russia-brokered ceasefire agreement signed between Azerbaijan and Armenia. While the 44-day war caused severe damages to frontline settlements and civilian casualties on both sides, frequent missile attacks carried out by Armenia towards Azerbaijani cities and infrastructure beyond the frontline raised concerns not only in Baku but also in the EU regarding the security of vitally important energy infrastructure. The possibility of damages to energy infrastructure, particularly the Baku-Tbilisi-Ceyhan oil pipeline and the Trans-Anatolian Pipeline, would explicitly put the role of these pipelines in European energy security under question.
