During the Astana Financial Days event in July 2018, President Nursultan Nazarbayev of Kazakhstan announced and personally endorsed the opening of the Astana International Financial Center (AIFC). He envisions that the AIFC will provide financial services “not only for Kazakhstan, but also for the whole world.” If successful, the AIFC can contribute to diversifying the financial resources for Kazakhstan’s national and international projects. Through its proper implementation, the government of Kazakhstan can develop a tool for improving collaboration with neighboring countries in Central Asia in the industrial, agricultural and tourism sectors, making the Central Asian section of the Silk Road more attractive for business and financial deals. In addition, the Center can become a real financial hub not only for Kazakhstan and Central Asia but also for the wider Eurasia region if it is capable of attracting enough financial resources from large international players.

The frequently discussed but always delayed “North-South” transport corridor was finally kicked off during a trilateral summit of three Presidents in Baku in August. It will bring major geopolitical changes to the region and further cement the growing ties between Russia, Azerbaijan and Iran. Coupled with the “East-West” transport corridor, Baku is set to become a transport hub of the greater Eurasia.

Central Asian nations consider the development of alternative regional transport communications important aspects of their national economic and political strategy, and the republics have become active participants in various international projects to promote economic cooperation with different countries and regions of the world. The development of internal Central Asian communication networks in general, and Uzbekistan in particular, gives the possibility of extending not only national communications, but also broaden networks in Central Asia. The Angren-Pap rail project is very important for national connectivity and for increased international communication. Different international experiences in economic transformation are relevant for Central Asia’s regional connectivity.

A number of initiatives have combined to make the development of continental transport and trade across the heartland of Eurasia a reality rather than a mere vision. Some of these have been external, while many have been internal to the region. Yet Europe, which launched the visionary TRACECA program in the early 1990s, is largely absent from the scene today. Yet if Europe works with Central Asian states, it stands to benefit greatly from this process. This would involve work to make the transport corridors more attuned to market logic; to promote the development of soft infrastructure; to pay attention to the geopolitics of transport and support the Caucasus and Caspian corridor; and not least, to look ahead to the potential of linking Europe through Central Asia not just to China, but also to the Indian subcontinent.
