Azerbaijani officials were quick to refute these claims. \"The information published in Nezavisimaya Gazeta about Baku\'s agreement to allow its territory for an attack on Iran is nonsense. The appearance of such kind of information in the Russian press is a political order of some interested circles\", said Vilayet Guliyev, the Foreign Minister of the country.

The law also stipulates the principles of forming election commissions within the transition period. The document is an altered version of the one proposed by the Venice Commission of the Council of Europe. In the modified version, the representation of the opposition in the election commissions was reduced.

Their eye-witness reports from East Asian countries, unlike official sources, depicted the true scale of the SARS epidemic. Media accounts bordered on direct accusations of officials for criminal neglect.
