Kyrgyz President Askar Akayev said he will not resign from his post as the Kyrgyz opposition has been demanding. \"As for my resignation, this issue lies outside the capability of any political forces,\" Akayev said in a televised speech on Tuesday evening. \"This decision can only be made by the people or the parliament, and we will not negotiate on this subject,\" Akayev said.The Central Asia-Caucasus Analyst is a biweekly publication of the Central Asia-Caucasus Institute & Silk Road Studies Program, a Joint Transatlantic Research and Policy Center affiliated with the American Foreign Policy Council, Washington DC., and the Institute for Security and Development Policy, Stockholm.
