Security chiefs from all CIS member states except Turkmenistan met on 24 September in Almaty, Kazakhstan to discuss cooperation in the fight against narcotics trafficking, illegal migration, and terrorism. Turkmen representatives attended as observers. The group unanimously elected Nartai Dutbaev, head of Kazakhstan\'s National Security Committee (KNB), to replace Sergei Lebedev, head of Russia\'s Foreign Intelligence Service, as its chairman.The Central Asia-Caucasus Analyst is a biweekly publication of the Central Asia-Caucasus Institute & Silk Road Studies Program, a Joint Transatlantic Research and Policy Center affiliated with the American Foreign Policy Council, Washington DC., and the Institute for Security and Development Policy, Stockholm.
