It is up to the federal authorities to decide whether or not to hold talks with Chechen separatist leader Aslan Maskhadov, president of the republic of Ingushetia Murat Zyazikov said. \"[Talks] are a matter for the federal center. But no option should be ruled out. It is up to the federal center to deal with this issue,\" Zyazikov told a news conference in Moscow on Tuesday, commenting on Maskhadov\'s proposal to start talks which has been circulated by the media. \"We have the president, the State Duma, the Federation Council and the other branches of power. It is more apparent for them with whom talks should be held and how they should be held,\" he said. \"I would support any dialogue inside Chechnya that would help restore peace, accord and stability in the republic,\" Zyazikov said.
