The Russian State Duma on 20 June adopted a resolution on the human rights situation of Russian citizens in Turkmenistan. The resolution was adopted by a vote of 411 in favor, far more than the 226 required for passage. The resolution attacks the unilateral actions of the Turkmen authorities to require that holders of Turkmen-Russian dual citizenship who wish to retain their Russian passports leave Turkmenistan by 22 June and calls on the Turkmen leadership to retract the deadline, stop harassing holders of dual citizenship, and drop the requirement that Russian citizens obtain exit visas to leave the country. It also calls upon Turkmenistan to lift restrictions on teaching the Russian language, on rebroadcasting Russian television signals, on importing foreign publications, and on access to foreign media and the Internet. It also calls for removal of restrictions on freedom of movement within Turkmenistan and urges President Vladimir Putin to ensure that the resolution\'s demands are carried out in full and in a timely manner.
