Kazakh President Nursultan Nazarbaev chaired the first meeting of a new democratization commission in Astana on March 24, \"Kazakhstan Today\" reported. The commission is charged with developing a democratization program for 2006-2011. In his remarks, Nazarbaev noted, \"I don\'t rule out that it may be necessary to conduct a constitutional reform as well.\" Nazarbaev stressed that the people should decide whether Kazakhstan should have a presidential or parliamentary form of government. He also suggested that legislation should be changed so that political parties elected to parliament receive \"partial government funding.\" On NGOs, Nazarbaev said, \"Let them not have to beg from international organizations. We are capable of directing their efforts to the needs of the Kazakh people ourselves.\" Alikhan Baimenov, head of the Ak Zhol Party, told the commission that parliament should be granted greater powers.
