The Yeni Sisayet (YeS, or New Policy) addressed an open letter on 15 July to President Aliyev asking that former President Ayaz Mutalibov, who has lived in exile in Moscow since May 1992, be permitted to return to Azerbaijan to participate as a candidate in the 6 November parliamentary election. The appeal said allowing Mutalibov to return to Azerbaijan \"for the sake of justice and statehood\" would contribute to the development of democracy. The Social-Democratic Party of Azerbaijan, of which Mutalibov is co-chairman, is a corporate member of YeS.
