Ilham Aliyev signed a decree on 20 June pardoning 100 prisoners \"on humanitarian grounds.\" The 100 include 27 persons from a list of 107 designated political prisoners by the Council of Europe, together with Rza Guliev, the nephew of self-exiled opposition Democratic Party of Azerbaijan Chairman Rasul Guliev.
