The draft statement on Russian military bases in Georgia that parliament will issue was not radically amended during debates on Wednesday, said one of the draft\'s authors, Legal Committee deputy chief Giga Bokeria. \"The statement says that if no agreement with Russia on deadlines for withdrawing the bases is reached by May 15, they will be outlawed,\" Bokeria said. The Kyrgyz presidential press secretary Abdil Segizbayev said he sees no need to declare a state of emergency. \"Nobody is going to declare a state of emergency in Kyrgyzstan. About 700 people have seized the Uzgen district administration building in southern Kyrgyzstan, demanding fair parliamentary elections, local media reported. A preliminary report suggests the administration chief and all officials have left the building.
