There has been a rapid intensification of Turkish relations with Turkic states in Central Asia and the Caucasus in the past decade. The creation of the Organization of Turkic States in 2021 was a major milestone, but in the bilateral realm a significant shift has taken place as the Turkish defense and security ties to regional states have intensified – particularly with Azerbaijan, with whom Turkey has a defense treaty, but also with Central Asian states. This development could be a net strategic gain for the West in an era of Great Power Competition, if appreciated rather than ignored and engaged rather than sidelined.

In November 2018, Baluch militants, angry with China’s exploitation of their resources through Belt and Road Initiative (BRI) projects, attacked the Chinese consulate in Karachi, Pakistan. This underscored the vulnerability of Chinese nationals and infrastructure projects outside China’s borders to terrorism. In addition, China’s repression of Muslim Uighurs in its Xinjiang province has drawn the ire of Uighur militants and jihadist groups. China will have to find a way to secure its nationals abroad and projects in BRI member-states, without triggering alarm among BRI skeptics.

In December 2016, China’s Ambassador to Pakistan, Zhao Lijian, stated that “CPEC is working well” with the support of the Pakistani people, notwithstanding certain opposition. The statement is characteristic of China’s and Pakistan’s praise for the China-Pakistan Economic Corridor (CPEC) as a game changer for their respective economies and regional connectivity. Yet in reality, the project faces a variety of intricate economic challenges as well as security threats. Its success will therefore depend upon an inclusive, balanced and sustained China-Pakistan approach towards the forces hostile to the project. Even then, the project will have various geopolitical, geo-economic and geo-strategic implications for the region and the world.

At the turn of 2016 and 2017, events took place in parts of Chechnya that again challenged the triumphant statements of local pro-Moscow and federal authorities that the jihadist-inspired insurgency in this North Caucasian republic was eradicated. Aside from illustrating the latent character of armed conflict in the region in general and in Chechnya in particular, the recent upsurge of violence in Chechnya contains particularities that may have far-reaching consequences. Central Asia has never ranked high on U.S. priorities. That is unlikely to change under the Trump Administration. Yet recent developments in Central Asia, particularly in Uzbekistan, do offer an opportunity to advance U.S. interests through a greater economic-political presence in the region, whilst also countering growing Chinese economic dominance and Russian efforts at military hegemony at a relatively low cost. The two key countries in this possible opportunity for the U.S. are Uzbekistan and Kazakhstan.
