THE KAZAKH-UZBEK BORDER: A BRIDGE OF FRIENDSHIP OR A SOURCE OF TENSION?

It came as an unpleasant surprise to many traders in South Kazakhstan to know that Uzbekistan tightly sealed its border with Kazakhstan just on the eve of the New Year. Until recently, thousands of residents from both sides crossed the border to make their livelihoods on the border area. It was a daily routine for impoverished Uzbeks, whose monthly salary is barely enough to buy a sack of flour, to purchase cheap foodstuffs in neighboring cities of Kazakhstan or to find a temporary employment.KYRGYZSTAN\'S CONSTITUTIONAL REFERENDUM

Kyrgyz president Akaev wants to serve a fourth term from 2005 till 2010. That is an informal assumption, circulating among the masses in Kyrgyzstan, which explains the reasons for the constitutional reform currently under way. Kazakhstan is in the process of rewriting its Tax Code and overhauling its system of tax administration. Although the timeline for this large-scale project spans all of 2000, the government made a series of initial amendments to the Tax Code in December, 1999. The changes are extremely important as they will have a direct impact on almost all programs in Kazakhstan sponsored or conducted by international organizations.
GEORGIA’S DISPLACED ABKHAZIANS: THE IMPACT OF HUMANITARIAN AID

West Georgia shelters about 180,000 displaced persons from Abkhazia, one of the Georgia’s richest regions that faced tremendous violence when it claimed independence in 1993. During the violent conflicts, around 40,000 persons fled from their homeland twice – first in 1993 and then again in May 1998. These internally displaced persons are destitute.
