Representatives of the Central Election Commission announced in Almaty on 28 June that the nomination of candidates for 19 September elections to Kazakhstan\'s lower house of parliament will begin on 18 July and end on 9 August, Kazakh TV reported. Registration will last until 18 August. A spokesperson said that the central budget will provide each candidate with 191,650 tenges ($1,400) for campaign advertising; 13,000 tenges each will go toward a 10-minute radio address; and 60,000 tenges each will be allocated for a 15-minute television address.

Russian human rights campaigners will monitor the Chechen presidential election campaign, Chairman of the Moscow Helsinki Group Lyudmila Alekseyeva told Interfax on Tuesday. \"We will monitor the Chechen elections, but we do not intend to send observers for them,\" Alekseyeva said, adding that the human rights situation in Chechnya remains tense. Observers from the Parliamentary Assembly of the Council of Europe will also likely not be present at the presidential elections in Chechnya.

Under pressure by NATO and the European Union, Armenia, Azerbaijan and Turkey pledged to seek to resolve their tangled disputes through trilateral meetings. The foreign ministers of the three troubled neighbors, Vardan Oskanian of Armenia, Elmar Mamedyarov of Azerbaijan and Abdullah Gul of Turkey met on the sidelines of the NATO summit in Istanbul. Emphasizing that both NATO and the EU were keen to stabilize the conflict-torn Caucasian region, Gul told reporters after the meeting that they had discussed \"ways and means of cooperating to achieve stability through constructive means.
