INGUSHETIAN PARLIAMENT APPEALS TO PRESIDENT PUTIN

Ingushetia\'s People\'s Assembly has written to President Putin and to presidential envoy to the Southern Federal District Dmitrii Kozak to stress the need to formalize Ingushetia\'s borders with neighboring republics. Parliament Chairman Makhmud Sakalov explained that Ingushetia should have started on 1 March determining the internal borders of local administrative districts, but it is not possible to do so until the republic\'s external borders have been determined. At issue is an Ingush demand for the return to Ingushetia of Prigorodnyi Raion, which was formerly part of the Checheno-Ingush ASSR until that territorial unit was abolished in the wake of the deportation of the Chechens and Ingush to Central Asia in 1944.

The April 1991 Soviet law on the rehabilitation of oppressed peoples called for the restoration of the pre-1944 borders, but Sakalov noted that that law has not been systematically implemented.
