Security chiefs from all CIS member states except Turkmenistan met on 24 September in Almaty, Kazakhstan to discuss cooperation in the fight against narcotics trafficking, illegal migration, and terrorism. Turkmen representatives attended as observers. The group unanimously elected Nartai Dutbaev, head of Kazakhstan\'s National Security Committee (KNB), to replace Sergei Lebedev, head of Russia\'s Foreign Intelligence Service, as its chairman.
Security chiefs from all CIS member states except Turkmenistan met on 24 September in Almaty, Kazakhstan to discuss cooperation in the fight against narcotics trafficking, illegal migration, and terrorism. Turkmen representatives attended as observers. The group unanimously elected Nartai Dutbaev, head of Kazakhstan\'s National Security Committee (KNB), to replace Sergei Lebedev, head of Russia\'s Foreign Intelligence Service, as its chairman. A KNB press release said that the meeting participants agreed on the need for effective, coordinated measures to handle security threats in the region. Lebedev told a press conference on 24 September, \"Since international groups exist, we must unite our efforts against them because it is impossible to fight against such crimes on one\'s own.\" Lebedev added that recent terror attacks in Russia and Uzbekistan underscored the urgency of the issue.
