Following his visit to Chechnya, SPS leader Nemtsov traveled to Magas on 5 September to meet with Ingushetia's president, Ruslan Aushev, to discuss the optimum format for talks on ending the war in Chechnya. Nemtsov told Interfax after that discussion that both he and Aushev agree that Chechen President Aslan Maskhadov ought to be a party to those talks. But in view of the Russian leadership's rejection of Maskhadov as a negotiating partner, Nemtsov proposed that the Chechen people elect delegates to represent them at peace talks. Neither Aushev nor Nemtsov named any Russian politician whom they consider qualified to represent Moscow in peace talks, but they agreed that ideally the Russian representative "should not be someone who took part in hostilities against Chechnya."
